Detroit City Council to review $42.5M plan to aid small-business development; money comes from casinos

The Detroit City Council will soon review for approval a plan to spend $42.5 million to aid Detroit-based and Detroit-headquartered small businesses, Mayor Kwame Kilpatrick announced Monday.
