Tribe celebrates beginning of gambling empire

The Mashantucket Pequots observed a special anniversary Saturday to mark the beginning of the tribe’s first foray into legalized gambling.

Gambling is Often Legalized to Promote Economic Development of Depressed Areas. That was an important motivation in Las Vegas, Atlantic City, New Jersey, and many of the other locales for casinos.
In Paris, legislation prohibiting playing cards was passed in 1377, and in Italy, playing cards and dice were burned.
