Topinka proposes Chicago casino as part of her budget plan
ELMHURST, Ill. (AP) — Republican gubernatorial candidate Judy Baar Topinka proposed on Wednesday building a casino in Chicago and adding additional gaming spots at the state’s nine riverboat casinos as part of her budget proposal.
