WASHINGTON, Sep. 14 (COPLEY NEWS SERVICE): The House defeated a bill yesterday that would have raised new barriers to off-reservation Indian casinos, likely killing efforts this year to limit what critics have branded reservation shopping. The legislation, by Rep. Richard Pombo, R-Tracy, is the narrower of two major Indian gaming measures in Congress.
