Appeals to Pa. slots licenses pour into court
Three of the rejected applicants for a slot-machine gambling license are challenging the decision of state regulators, as is Philadelphia City Council and two groups of city residents.

Gambling casinos history:
- Massachusetts decriminalized bingo in 1931 in an attempt to help churches and charitable organizations raise money. Bingo was legal in 11 states by the 1950s, usually only for charity purposes.
