HARRISBURG - A number of spurned suitors for licenses to operate slot-machine casinos in Pennsylvania are claiming that state regulators illegally made decisions in private, ignored one winning applicant’s financial troubles, and allowed another to skirt the rules.

Gambling casinos history:
