Connecticut’s attorney general threatened Wednesday to sue the New York Racing Association over plans to allow online betting on New York horse races. The New York State Racing and Wagering Board last week approved plans for the gambling Web site, which Blumenthal said would initially take bets over the Internet from gamblers in Connecticut and New York.
