Horse track, casino plans may test state’s gambling strategy
LANSING, Mich. — Potential changes to Michigan’s casino and horse track lineup are renewing the debate over the expansion of gambling in the state.

- In 1911, the state of California ruled that "draw" poker was a skill, and thus could not be banned under existing anti-gambling laws. However, "Stud" poker was still considered illegal at the time.

- In 1911 US legislation prohibited stud poker but ruled that draw poker was a game of skill and therefore was not illegal.
